A Harvard Study Validates the Success of the Clean Water Partnership
The Clean Water Partnership (CWP) is transforming how Prince George’s County (Maryland) manages stormwater infrastructure—improving water quality, reducing flood risk, and creating meaningful economic opportunities for local businesses and residents.
A 2026 Harvard Extension School study found that the Partnership has delivered measurable environmental, economic, and community benefits while serving as a national model for community-based infrastructure delivery.
Making an Impact Across Prince George’s County
$270+ Million: Awarded to minority-owned and Prince George’s County-based businesses—representing 77% of all procurement spending.
Nearly 5,000 Acres Restored: Impervious surfaces restored to improve local waterways, protect the Chesapeake Bay, and strengthen watershed health.
$60 Million in New Business Opportunities: Generated through CWP’s Mentor-Protégé Program, helping small businesses grow and compete for larger contracts.
428 Projects Completed: Stormwater improvement projects delivered across the County since 2015.
300+ Green Infrastructure Practices Installed: Creating cleaner water, healthier neighborhoods, and greater resilience to flooding.
50%+ Local Workforce: More than half of all labor hours have been performed by Prince George’s County residents.

CWP was created to help Prince George’s County meet federal stormwater requirements. Along the way, it became the keystone to the County’s success in the ensuing years.
By integrating planning, financing, construction, and long-term maintenance into one innovative public-private partnership, the program delivers lasting environmental improvements while investing directly in local people and businesses.
The result is cleaner waterways, stronger neighborhoods, expanded opportunities for small businesses, and long-term value for County residents.
Growing Local Businesses
Economic growth is built into the Partnership.
Through the Mentor-Protégé Program, small and emerging businesses receive hands-on experience, mentorship, and opportunities to compete for increasingly complex projects.
To date:
- 80 businesses have participated across eight program cohorts.
- More than $60 million in competitive contract awards have been earned by participating firms.
- Businesses have expanded their capacity, strengthened access to capital, and positioned themselves for long-term growth.
A National Model
The Harvard study found that CWP stands apart from traditional infrastructure programs by combining environmental restoration, long-term asset management, workforce development, and supplier diversity into a single, integrated model.
Rather than measuring success by infrastructure alone, the Partnership demonstrates how public investment can improve the environment while strengthening local economies and expanding opportunity throughout the community.
