The Town of Cary is updating its 2013 Stormwater and Watershed Protection Master Plan to address growing regulatory obligations, aging infrastructure, and emerging environmental challenges. The new plan will provide a clear framework for achieving long-term water quality and flood mitigation goals while supporting Cary’s anticipated transition to a Phase I MS4 permit designation.

The project includes a comprehensive benchmarking analysis comparing Cary’s stormwater program to peer municipalities; a full update to the existing plan in the form of a new appendix; and a detailed financial strategy to evaluate sustainable funding mechanisms. Key technical elements include basin modeling protocols, asset management and GIS system reviews, GSI program planning, water quality monitoring standards, and CIP prioritization methods. A Financing Program Development Report will outline options to fund both capital and operational needs, with special focus on the feasibility, risks, and advantages of implementing a stormwater utility. Throughout the process, stakeholder engagement, regulatory alignment, and adaptive management principles will guide all recommendations.

Anticipated Results

The updated Master Plan will equip Cary with a resilient, scalable roadmap for future stormwater investments, regulatory compliance, and community-centered decision-making. The plan will support long-term infrastructure planning, integrate innovative practices such as green stormwater infrastructure, and provide a foundation for implementing a sustainable financing strategy.
