Grand Traverse Band Carbon Footprint Calculation and Implementation Feasibility Study
The Grand Traverse Band of Ottawa and Chippewa Indians (GTB), located in the northwestern part of Michigan’s lower peninsula, has identified climate change as a major threat in its Natural Hazard Mitigation Plan. The GTB has hired CIS to measure, reduce, and manage greenhouse gas (GHG) emissions.

The Carbon Footprint Calulation and Implementation Feasibility and Design Study aims to provide the GTB with a clear roadmap to target emission reduction strategies and secure resources for clean energy investments. This initiative will evaluate both emission drivers and vulnerabilities of the natural system that supports Tribal life, offering a substantial opportunity for decarbonization through energy efficiency, electrification, and deployment of regionally appropriate alternative energy systems. The effort will guide short, intermediate, and long-term carbon reduction goals and transition to renewable energy that will improve the quality of resident lives and enhance the Tribe’s resilience.
Key tasks include collecting and analyzing baseline energy use data and establishing a greenhouse gas inventory; developing energy initiatives to identify strategies, evaluating and recommending climate change agreements, creating an education framework with strategies for reaching tribal citizens, and preparing a comprehensive plan. CIS will assist the GTB Natural Resources Department and project collaborators in aligning tribal council, departments, committees , and community partners to build long-term capacity for implementation.
Anticipated Results
The project will provide a strategic, actionable roadmap that will enable the Grand Traverse Band of Ottawa and Chippewa Indians to take a leadership role in climate action by protecting its lands, people, and future generations. It will give the GTB a strong foundation to cut carbon emissions and invest in renewable energy, advancing them in climate-resilience and adaptation. By engaging tribal citizens and aligning community partners, the plan will ensure investments in energy systems deliver broad benefits, empower the well-being of the Band’s present and future members and strengthen resilience to climate impacts.
