Development of a Comprehensive Climate Action Plan for the Pokagon Band of Potawatomi Indians
The Pokagon Band of Potawatomi Indians (Pokagon Band), located in southwestern Michigan and northern Indiana, faces the urgent challenge of addressing climate change and its impacts on their community and environment. Transitioning to renewable energy sources can not only help with decarbonization to curb climate impacts but also to mitigate air and water pollution produced by fossil fuel combustion.

The development of a Comprehensive Climate Action Plan (CCAP) is essential for the Pokagon Band to advance climate resilience and sustainability within their community. Working with the Kowabdanawa odë kė (They watch over this land), Team CIS and our partners will develop the plan based on a detailed GHG inventory that includes all emission sources and sinks – for sectors such as industry, electricity generation, transportation, buildings, natural and working lands, and waste management. The CCAP will identify and quantify specific GHG reduction measures and carbon sequestration enhancements and provide clear guidance on implementation strategies and expected outcomes. The CCAP will develop near- and long-term GHG emissions projections and set quantifiable reduction targets – aligning with the national goal of reducing net GHG emissions by 50 to 52 percent below 2005 levels by 2030 and achieving net-zero emissions by 2050.
The plan will also center around engagement with an intragovernmental workgroup that include tribal government departments, boards, committees, tribal citizens and the Tribal Council.
Anticipated Results
The CCAP will provide the Pokagon Band with a clear roadmap for achieving emissions reductions aligned with science-based targets and national policies. It will also help the Tribe to support ongoing efforts for sustainable development and build resilience and adaptation to climate impacts while leveraging their culture heritage and traditional ecological knowledge. The CCAP will position the Pokagon Band as a leader in sustainable practices and climate action, improving the quality of life for its members and enhancing the Tribe’s resilience.
