Flood Risk Reduction Project in Historic Bladensburg

The Town of Bladensburg is located in Prince George’s County, MD. As part of the Clean Water Partnership (CWP), CIS is implementing the Bladensburg Flood Risk Reduction Project to help meet extensive challenges with climate change and flood resilience.

Residents and property owners along Edmonston Channel and Quincy Run in the Town of Bladensburg have experienced extensive flooding on their properties during heavy rainfall events. The Bladensburg Flood Risk Reduction Project’s goals are to evaluate the causes and severity of flooding and develop alternatives to reduce flood damage in the town. The study area is along Edmonston Channel (between Edmonston Road and 56th Avenue) and Quincy Run (between 52nd Avenue and 55th Avenue). The Town of Bladensburg received an American Rescue Plan Act (ARPA) grant to support identification of problems and solutions for the study area. In 2024, the Department of Public Works and Transportation requested CWP to support the expeditious development of solutions for this project, including meeting design requirements dictated by grant requirements. 

The project is divided into two phases. In Phase I, CIS oversaw technical analyses including field surveys; hydrologic and hydraulic modeling; and evaluating solutions to mitigate flood risk for impacted properties. Examples of projects identified include bridge/culvert enlargement, dry storage areas, channel and storm drain improvements, stream restoration, floodwalls, and various other site-specific flood mitigation strategies. In Phase II, CIS will support the development of 15 percent designs for the projects identified in Phase I, including analyses of project phasing, project permitting overview, and development of cost estimates. This phase will also include outreach and engagement with the community.

Anticipated Results

The project will help reduce flooding through community-based solutions. A hallmark of the CWP program since its inception in 2015 is its commitment to the community. We educate, inform, and engage with community residents and leaders to ensure their voices are heard throughout the lifecycle of each CWP project. CIS is meeting with the community to solicit their support for the projects. Furthermore, the Town of Bladensburg has many historic sites, and the solutions designed through the Bladensburg Flood Risk Reduction Project will contribute to their preservation.
