Town of Cheverly Flood Risk Reduction

Town of Cheverly, MD

CIS is assisting the town of Cheverly, Maryland, on a $2.25M flood risk reduction initiative via the use of nature-based solutions to protect residents, property, and infrastructure from future storm events while advancing long-term community resilience.

Project Scope

  • Multi-jurisdictional hazard mitigation planning
  • Watershed analysis and flood vulnerability assessment
  • Nature-based hazard mitigation strategies
  • Stormwater infrastructure design and permitting
  • Community engagement and education
  • Sub-recipient grant management and compliance

The Cheverly Flood Risk Reduction Project is focused on enhancing stormwater management and minimizing flood risks through a comprehensive watershed analysis and the integration of nature-based solutions. The initiative involves assessing vulnerabilities across multiple drainage areas, identifying targeted mitigation strategies, and producing construction-ready design plans for future infrastructure improvements.

Key components of the project include updating the town’s multi-jurisdictional hazard mitigation plan, conducting detailed watershed and hydrologic modeling, evaluating existing stormwater infrastructure, and developing phased design packages (30%, 65%, 95%, and final permitted plans).

A central element of the project is the exploration and implementation of nature-based solutions—such as forest management, naturalized outfalls, and rain gardens—at both community-wide and site-specific scales. These approaches work with natural systems to slow, absorb, and filter stormwater, improving resilience to flooding while also enhancing ecological health, increasing biodiversity, improving air and water quality, and providing green space for community benefit. Close collaboration with residents ensures that these solutions are tailored to address localized flooding challenges and community priorities.

Anticipated Results

CIS will provide Cheverly with shovel-ready plans for major flood mitigation improvements, positioning the town to secure future capital funding. The project will reduce flood risk to homes, streets, and community facilities, while integrating nature-based practices that restore ecosystems and improve stormwater management. These solutions will enhance environmental quality, support biodiversity, and align with FEMA’s Hazard Mitigation Assistance program. By combining technical expertise with active community engagement, CIS will strengthen public safety, promote climate resilience, and deliver sustainable infrastructure that benefits residents. This initiative will help Cheverly build long-term resilience and environmental health for years to come.
