CIS Advisory is currently developing a Climate Action and Sustainability Plan for the Huron-Clinton Metropolitan Authority (HCMA) which spans nearly 24,000 acres across Southeast Michigan. This pivotal project involves creating a detailed greenhouse gas emissions inventory and devising sustainability strategies tailored to the needs of HCMA’s extensive park system.

The Huron–Clinton Metropolitan Authority (HCMA) oversees a regional park system in Southeast Michigan that spans more than 24,000 acres across 13 parks, strategically situated along the Huron and Clinton Rivers to form a partial ring around the Detroit metropolitan area.
As HCMA works to deliver on its mission of providing natural, educational, and recreational opportunities to the region’s residents, it faces a range of both challenges and opportunities. Serving over 7 million visitors each year, this expansive park system is a vital asset, offering significant ecological, recreational, and educational benefits. However, the growing impacts of climate change pose serious risks to both the natural landscapes and built infrastructure within the system.
To address these risks and support long-term sustainability, HCMA has partnered with CIS to conduct a comprehensive Carbon Emission Study. This initiative will produce a detailed inventory of carbon emissions from all aspects of HCMA’s operations—including facilities, vehicle fleet, and natural resources. The findings will guide the development of emission reduction targets, identify carbon sequestration opportunities, and inform strategies for transitioning to more sustainable practices.
Anticipated Results
Key initiatives include transitioning to an electric vehicle fleet, expanding the use of solar energy across park facilities, and improving land management practices to boost carbon sequestration. The plan also emphasizes community engagement through educational programs that foster environmental stewardship among park visitors and local residents. These efforts reflect HCMA’s ongoing commitment to embedding climate action into every aspect of regional park management and operations.
